演讲人简介：
 陈金桥，现任信息产业部电信研究院通信政策研究所所长，经济学博士、高级工程师，兼任信息产业部电信经济专家委员会委员、信息产业部通信科学技术委员会专家咨询组成员。1998年获得中国人民大学经济学博士学位，其后进入信息产业部从事电信业决策咨询研究工作，在电信业发展战略、中长期规划、产业政策、电信法制建设以及行业监管领域具有较深造诣。先后担当《信息产业“十五计划”纲要》、《WTO对中国电信业的影响和对策研究》、《中国电信运营市场竞争格局研究》、《中国3G发展战略规划》、《中国电信业管制体系研究》、《电信强国战略研究》、《电信业国有经济战略布局和结构调整》、《基础电信业务市场有效竞争格局研究》等一系列重大课题的负责人、主持人和主笔人。2001年开始，连续参加APT、ITU-T和ITU-D的研究组工作，并作为中国研究专家参加UNDP的ICT战略研究工作。
Chen Jinqiao, PhD in economics
as well a senior engineer, assumes the director of Institute of Telecommunication
Policy Research Department of China Academy of Telecommunication Research
of Ministry of Information Industry. He also acts as a commissioner
of Telecommunication Economic Expert Committee of MII, a member of
the Consultant Group of Communication Technology Committee of MII,
and deputy director of Expert Committee for China Telecom Investment
Forum International.
Chen Jinqiao graduated from Renmin University of China and got his
PhD in Economics in 1998.Since then he has joined CATR, where his
main research fields are in framing the national development strategies
and the medium-long term plans for the telecommunication industry,
consulting the industrial policies and regulations for the businesses
and providing advices for the regulatory agency in legislation and
administration. He has gained an in-depth understanding and mastery
in development rules and future trends of telecommunication industry
in China and had presided a series of significant research projects
in telecommunication field. He has already published over 100 articles
in various kinds of newspaper and periodicals, especially in telecom
and economics publications, which touched upon telecom market, operators
as well as regulations and so on. Since 2001, he joined the study
group of ITU-T and ITU-D as a member of Chinese delegation, and also
carried out some projects of UNDP in researching the building of all
information society and the further development of global telecommunication
industry and regulatory policy. |
